Thanet, the chalk headland at Kent’s northeastern tip encompassing Margate, Ramsgate, Broadstairs, and the surrounding towns and villages, has a drainage system shaped by its unusual geography. Once genuinely separated from the mainland by the tidal Wantsum Channel, Thanet’s low-lying, flat terrain and coastal position mean managing rainwater, wastewater, and flood risk has always been a significant local challenge.
A Patchwork of Responsibility
Thanet’s drainage isn’t run by a single organisation. Instead, responsibility is split across several bodies, each covering a different part of the system:
- Southern Water manages the sewer network, including the combined sewers that carry both wastewater and rainwater, as well as separate foul and surface water sewers in newer developments.
- The Environment Agency oversees the main rivers, including the River Stour and River Wantsum, along with the Minster and Monkton Marshes.
- The River Stour Internal Drainage Board (IDB) manages a network of drainage channels, or “ordinary watercourses,” across the rural parts of the isle, particularly around the low-lying marshland.
- Kent County Council and Thanet District Council are responsible for highway drains and smaller local watercourses.
This shared responsibility is a legacy of Thanet’s geography. Much of the rural area, particularly around Monkton, Sarre, and St Nicholas-at-Wade, sits on reclaimed marshland that was historically prone to both tidal flooding from the sea and fluvial flooding from inland water. Evidence of this stretches back centuries, with archaeological records showing medieval and post-medieval drainage ditches still visible as earthworks and cropmarks across the rural landscape today.
A Predominantly Combined Sewer System
The defining feature of Thanet’s urban drainage is that it’s largely a combined sewer system, meaning wastewater from homes and businesses shares the same pipe network as rainwater runoff from roads and roofs. Under normal conditions, this wastewater is carried to treatment works before being safely returned to the environment.
The problem arises during heavy rainfall. When a large volume of rain enters the system at once, the pipes and pumping stations can become overwhelmed. To prevent sewage backing up into homes, streets, and schools, the system is designed with relief points, known as storm overflows, that release the excess mixture, which is typically around 95% rainwater, directly into the sea via outfall pipes.
Where Flood Risk Concentrates
Kent County Council’s Surface Water Management Plan for Thanet divides the isle into distinct drainage areas, each with its own flood history and pinch points:
- Birchington and Margate face risk both from wave overtopping and from heavy rainfall overwhelming sewers and gullies, with known flooding hotspots around Westgate-on-Sea and the Dreamland Heritage Site.
- Ramsgate has recorded flooding incidents across Cliffs End, Pegwell, the harbour area, and the town centre, with overland flow routes tracing streets like King Street and York Street down toward the marina.
- Thanet Rural, covering villages like Monkton and Acol, deals with a complex mix of tidal and fluvial flooding, with Thanet Way itself identified as a known pathway for floodwater during severe weather.
Storm Overflows and Public Concern
In recent years, the frequency of storm overflow releases along Thanet’s coastline has become a significant local issue. Southern Water’s Beachbuoy monitoring site regularly flags water quality warnings at popular beaches including Margate main sands, Viking Bay, Joss Bay, Botany Bay, Walpole Bay, and the Western Undercliff following heavy rain.
Several high-profile incidents have drawn particular attention. In October 2021, a pump failure at the Broadstairs wastewater pumping station triggered a release affecting 14 beaches and bays, with bathing advice remaining in place for over a week and prompting a public protest at Margate harbour. Separately, an Environment Agency investigation was launched into 2021 releases at both Broadstairs and the Foreness Point emergency outfall, with a local councillor formally signed up as a witness. As recently as 2023, storm releases from two outfall pipes in Margate affected six beaches in a single incident.
Southern Water has pointed to a long-term downward trend at some sites; outfall hours at the Western Undercliff, for example, are reported to have fallen sharply between 2021 and 2024. Even so, local residents, councillors, and campaign groups continue to push for further investment to reduce reliance on storm overflows, particularly given Thanet’s reliance on tourism and its Blue Flag-standard beaches.
Looking Ahead
Addressing Thanet’s drainage challenges is a long-term undertaking, combining sewer network upgrades from Southern Water, catchment-scale flood management from the county council and Environment Agency, and continued maintenance of the rural drainage network by the Internal Drainage Board. For an area defined as much by its coastline as by its history of reclaimed marshland, keeping water moving in the right direction, whether that’s rain off the roads or wastewater out to treatment, remains one of the isle’s most persistent infrastructure challenges.
